WHAT THIS IS

Governance Terminal v0 is a read-only, client-side console for the Council of AI measurement estate. Every panel pulls live public JSON directly from councilof.ai — no proxy, no cache, no server code, no auth. If a feed cannot be reached the panel says so; it never substitutes stale or simulated data.

Measurement, not certification. Every score on the board is a measured run on a published, frozen split. A measurement is not a separated leader, and neither is a certificate. Nothing here is a grade.
